Vision:   
The LIC vision is to support learning and excellence in teaching and research. Our staff will be forward-looking and will maintain a leadership role in modern information technologies to meet the diverse service and information needs of the University community and to support students' and researchers' quest for information and knowledge.
We will forge partnerships within and beyond the University to support and realize our strategic goals. And within the LIC, we will promote a culture of innovation and flexibility and a commitment to our service goals and to professional growth and development.  

Challenges:

Khazar University LIC operates in an environment in which there are:
 
  • Diverse and changing user needs and preferences.
 
  • Constant technological change.
 
  • University priorities influenced by government policies.
 
  • Growing concerns about the quality of students' educational experience.
 
  • An increase in students' and researchers' ease with online information.
 
  • University emphasis on advanced research and excellence in the learning environment.
 
  • Information offered through many competing channels, online access to scholarly information for the whole academic community.
 
  • Spiralling cost increases for information resources.
 
Core Service Pursuits and Goals:  

REVIEW AND REALIGN SERVICES TO SUPPORT THE DIVERSE AND EVOLVING INFORMATION NEEDS OF KHAZAR UNIVESITY SCHOLARLY COMMUNITY, USING TECHNOLOGY TO SUPPORT ENHANCEMENTS WHENEVER POSSIBLE.  

We will meet a diversity of needs and preferences that we will identify by continuously assessing users' needs. By revising policies and using technological innovations to support flexibility and unmediated services, we will redesign services to reflect changing patterns.

BUILD AND PRESERVE COLLECTIONS AND ACCELERATE THE DEVELOPMENT OF THE ELECTRONIC INFORMATION SERVICES TO ENSURE TIMELY AND CONVENIENT ACCESS TO INFORMATION.

Informed by the educational programmes and research priorities of the University community, the LIC manages the ownership of and access to information resources in liaison with faculty.

Library services will have to be provided in a more complex and challenging environment. The Library will continue to offer a ‘hybrid library’ service, combining paper and electronic resources as appropriate in each subject area. The growth of electronic resources will not be matched by an equivalent decline in the publication or use of traditional paper-based library resources. The LIC will accelerate access to digital resources by streamlining internal processes and improve the gateways to scholarly resources, often in cooperation with Azerbaijan Library Information Consortia.

TO ENHANCE AVAILABILITY AND ACCESSIBILITY OF THE COLLECTIONS AND OTHER INFORMATION RESOURCES

The LIC  will continue to:

 
  • Improve access to the collections via the online catalogue.
 
  • Improve accessibility of collections and resources by utilising the web to the full.
 
  • Improve understanding of the needs of the user community.

 

STRENGTHEN THE LIC SUPPORT FOR ACADEMIC RESEARCH

The Library will play a major role in the implementation of the University’s Information Strategy, particularly through the provision of the Khazar University Institutional Repository (KUIR) based on the DSpace technology.

LIC will support academic research by acquiring and providing effective access to research resources though the KUIR by helping researchers maintain current awareness of developments in their fields and by working with faculty to ensure that graduate students are skilled in research methodology and information-seeking skills.

STRENGTHEN THE EDUCATIONAL ROLE OF THE LIC  

LIC will work with faculty to help students develop evaluative and research skills. The LIC will develop new instructional models and redesign its delivery of information services in response to the changing information environment.

Together with faculty the LIC will continue to support open e-Learning system base on Moodle software http://www.khazar.org/moodle/. 

STRENGTHEN THE TRAINING ORIENTATION OF THE LIC 

LIC will extend and improve LIC programs for improving community members' skills in information access and assessment, providing basic instruction in how to obtain electronic information, as well as skills to sift and filter and assess information. Consider both active teaching and self-help systems. Encourage the idea that learners take responsibility for their learning.

The LIC will continue to promote modern approaches to the professional development of librarians and information specialists in Azerbaijan offering special training programs in the form of intensive seminars, lecture series and workshops, consultations, etc.

FOSTER AND INITIATE STRATEGIC AND COLLABORATIVE PARTNERSHIPS THAT SUPPORT NEW UNIVERSITY AND FACULTY INITIATIVES  

Trends within the University towards interdisciplinary research, greater use of technology, new approaches to learning and teaching, as well as new partnerships with off-campus institutions require flexibility from the LIC. Working closely with academic units, the LIC, as a technological leader, will initiate and support new approaches.

PROMOTE AND SUPPORT INITIATIVES FOR MORE AFFORDABLE SCHOLARLY PUBLISHING 

The Library will pursue strategies that ensure access to affordable scholarly communication. In concert with theKhazarUniversityacademic community and other universities and academic libraries, the Library will continue to explore and promote alternative strategies for disseminating research results by providing open access toKhazarUniversityacademic journals.

ENHANCE LIBRARY FACILITIES AS ATTRACTIVE VENUES FOR STUDY AND RESEARCH AS WELL AS INTELLECTUAL AND SOCIAL INTERACTION  

Our physical facilities are heavily used and highly valued, particularly by students, while the use of our electronic services and scholarly literature from offices and homes continues to grow. We will continue to enhance facilities to respond to changing use patterns by upgrading equipment and developing group study space and quiet and social areas.

CREATE FLEXIBLE ORGANIZATIONAL STRUCTURES IN ORDER TO REALIZE OUR SERVICE GOALS AND ENSURE THE MOST EFFECTIVE USE OF OUR RESOURCES 
 

In a climate of budgetary constraint and technological change, staffing patterns and organizational structures need continuous review and adaptation. The LIC will establish guidelines for staffing levels that permit effective support for our service goals and will re-evaluate and realign information services and organizational structure where appropriate.

BUILD A POSITIVE ORGANIZATIONAL CULTURE THAT ENCOURAGES STAFF TO DEVELOP SKILLS AND SHARE A COMMON PURPOSE AND COLLECTIVE RESPONSIBILITY FOR THE LIC SUCCESS.

The rapidly changing environment in which library staff works requires continuous skill development and flexibility. Strategies to support a positive working environment will include support for skill enhancement; open communication about new directions and challenges facing the LIC; and opportunities for staff to participate in defining and implementing new work patterns and services.

PROMOTE AND ADVANCE THE LIC SERVICES AND RESOURCES THROUGH PROMOTION AND COMMUNICATION WITHIN AND BEYOND THE UNIVERSITY COMMUNITY.

We will promote the LIC resources and services within the University and contribute to creative and  fund-development strategies. We will communicate and celebrate the LIC directions, innovations effective and successes on and off campus.
